Historical policy record
This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.
Routes examined in the report
The panel examined private annuities under CPFIS and the Approved Annuity route, describing conditions such as lifelong, level-or-rising payments from payout eligibility age. It reported that no private providers then offered their annuities to CPF monies and consulted insurers about why. This is not a current product inventory.
Why CPF LIFE compared favourably
The report identifies access to special government securities, broader mortality pooling with less adverse selection, scale and non-profit operation as reasons for higher payouts for the same premium. These structural comparisons do not mean every private feature is identical or that returns on unrelated investments are guaranteed.
Complement rather than replacement
Private products could offer joint-spouse or guaranteed-plus-bonus features. The panel saw no need for further replacement flexibility at that time but recognised demand for additional income beyond the CPF LIFE cap as balances grew. Members using withdrawable cash for private annuities should distinguish guarantees, bonuses, fees and survivor benefits; the document itself recommends no particular insurer.
