Historical policy record
This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.
Recommendations 10–11
Offer an additional optional CPF LIFE plan with payouts increasing at a fixed 2% annually. For the same premium and start age, a rising payment path starts lower than a level one. The proposal accommodates varied preferences rather than making escalating payouts compulsory or guaranteeing inflation matching.
Recommendations 12–15
Introduce a simpler optional Lifetime Retirement Investment Scheme and review CPFIS for more knowledgeable self-directed investors. Offer a small set of diversified long-term funds without requiring members to rebalance actively. Pool savings for scale and low fees, use passive management, and retain the then-existing OA/SA investment buffers. Investment exposes balances to loss and underperformance.
Recommendations 16–17 and annuities
Proactively explain choices to eligible members and establish an expert investment council to advise implementation. The private-annuity review finds no need for additional replacement flexibility at that time, while recognising opportunities to supplement CPF LIFE. This summary describes recommendations, not an available LRIS subscription.
