Final terms of reference
The chairman submitted Part Two to Lim Swee Say after Part One had been accepted in February 2015 and implementation work began in January 2016. The letter proposes an additional escalating CPF LIFE option and a simpler investment route for members willing to accept risk but lacking time or expertise for active management.

The letter concludes the two-year review and thanks contributors; it does not itself open an investment account or establish a product’s availability.
