CPF Panel chairman’s Part One submission: 1 February 2015

Historical document: dated proposals, examples and limits are identified in the sections below.

Historical policy record

This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.

What was submitted

Tan Chorh Chuan submitted Part One to Manpower Minister Tan Chuan-Jin, covering future Minimum Sum adjustments and lump-sum withdrawal flexibility. The panel had been appointed in September 2014 after the National Day Rally announcement. Its first phase consulted more than 400 people in focus groups and received over 150 written contributions, including industry, professional and union views.

Balance behind the proposals

The letter stresses adequacy, flexibility and simplicity. It acknowledges requests for access to savings but keeps lifelong retirement support as the primary purpose. CPF Board/MOM data and discussions with academics and pension consultants informed the assessment. The chairman thanks participants and notes that escalating payouts, investments and annuities would be addressed in Part Two.

Read with the report and reply

The submission letter explains mandate and method, rather than reproducing the detailed numerical rules. The attached member list identifies the contributors; the report gives the proposals and the minister’s reply records the government response. These are distinct stages in policy development.
