CPF Part One recommendations announced: 4 February 2015

Historical document: dated proposals, examples and limits are identified in the sections below.

Historical policy record

This article explains the CPF Advisory Panel’s 2015/2016 document. Amounts, account arrangements, projections and recommendations below belong to that publication, not current CPF entitlements, interest quotations or an investment offer. Check current CPF Board rules for an individual decision.

Announcement and acceptance

The release announced Part One and government acceptance, following the panel’s September 2014 appointment. It focuses on clearer payout choices, retirement sums and lump-sum flexibility, balancing varied needs with lifelong basic support.

Retirement choices proposed in 2015

The panel proposed starting with desired lifelong income, then relating it to a retirement sum. The figures below are for the 2016 cohort and report assumptions, not current thresholds.

2016 retirement sums
Sum2016 amountPurpose
BasicS$80,500Basic payout with qualifying property charge/pledge; report target about S$650–S$700 monthly.
FullS$161,000Twice Basic for members without a home/property pledge.
EnhancedS$241,500Three times Basic as the proposed voluntary top-up ceiling.

Other proposals in the release

It proposed 3% annual Basic Sum increases for the 2017–2020 cohorts with earlier notice; deferral up to 70 for approximately 6%–7% higher monthly payouts per year deferred; up to 20% withdrawal at eligibility age inclusive of S$5,000 from 55; spouse transfers/top-ups; and timely information and counselling. Withdrawal lowers future monthly income. Part Two would address escalating payouts, investments and annuities.
