TOPSIS: Detecting and Reporting Potential Security Threats

Historical document: dated proposals, examples and limits are identified in the sections below.

Key actions in the bulletin

TOPSIS means Threat-Oriented Person Screening Integrated System. The bulletin describes combining trained security staff, surveillance and awareness among other employees to detect abnormal situations through several layers.

Look at the full context of behaviour, objects and circumstances: inappropriate bulky clothing, irregular baggage, unusual chemical odours or prolonged unexplained loitering may warrant attention. A single behaviour is not proof of a threat and must not be used to profile a race or religion.

Provide discreet reporting protocols, a contact cue card and a checklist of relevant details. Any engagement should be handled by appropriately trained personnel without putting staff at risk.
