Document period and use
This article explains the 2019 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Safety, core skills and restroom cleaning
The 2019 review makes a WSH WSQ module mandatory and expands core training rather than relying on general experience. It recognises restroom cleaning as a distinct role because of hygiene standards, specialised methods and public expectations. Training pathways cover general cleaners, multi-skilled machine operators and supervisors.
Responsibilities and subsequent implementation
Providers should assess workers’ skills, arrange recognised courses and link progression to job capability. Buyers should support time for training and quality-based procurement. Workers are encouraged to participate actively. The later 2021, 2022, 2024 and 2026 documents specify implementation dates and updated module lists, so this report explains the origin rather than the complete current course catalogue.
