Waste Management PWM Training Addendum (March 2023)

Minimum modules and role-specific requirements

The addendum introduces at least two endorsed WSQ modules for all PWM roles under licensed waste businesses, including existing mandatory licensing training. The required number of modules rises with job responsibility, and the annex identifies mandatory and optional choices. The module catalogue separates waste collection from materials recovery and maps competence levels to each rung.

Implementation and evidence

The wage model starts 1 July 2023, while the training timetable and transition arrangements in the addendum allow businesses to plan workers’ attainment. Providers should keep course/licence evidence, arrange training relevant to actual work and coordinate release time with buyers. Training does not substitute for wage or bonus compliance.

Exact cumulative training counts and deadline

By 1 July 2023 crew/sorters require two WSQ modules; senior crew, team lead, driver/senior driver, senior sorter and machine operator require three cumulatively; supervisor, captain and plant supervisor require four cumulatively. Existing preceding-level modules count. The updated TSC codes were effective from January 2023, with PWM modules transitioning from July 2023; equivalent earlier qualifications remain recognised.

Full competency families and new-code mapping

The annex separates mandatory and elective modules by role. Captains operating Class A/B trucks require competence in more than one vehicle type; their cumulative four-module pathway differs from the Class C route. Senior sorter/team-lead choices distinguish mechanical sorting from automation; machine operators need the mechanical competence. Use the role table with these identifiers rather than counting unrelated courses.
