Work injury compensation for platform workers

Coverage and excluded situations

Work accidents from 1 January 2025 fall under WICA and operators must insure their workers. Covered pickup or delivery runs from travel toward the location until departure, including return to the vehicle where applicable; occupational diseases arising from the work can also qualify. Exclusions include not working for an operator, waiting for tasks/personal errands, intoxication, deliberate injury/aggravation, assault except self-defence or operator consent, accident-causing illegal vehicle modification, lacking the required vehicle licence/test, or using an unregistered PMD.

Average daily earnings and expense deductions

Use gross earnings from all operators within the platform service where the injury occurred over up to 90 calendar days preceding the accident. For an accident on 15 August, the 90-day lookback runs 14 August back to 17 May. A shorter work history uses its actual calendar days. Divide lookback earnings by lookback days, then apply ADE = earnings/day × (100% − fixed expense deduction).

Income loss and medical expenses

Platform benefits cover income loss, medical expenses and permanent/current incapacity or death; light-duty compensation does not apply. Medical-leave compensation is full ADE for the first 14 days and two-thirds ADE thereafter up to one year after accident. Hospitalisation-leave compensation is full ADE for the first 60 days and two-thirds thereafter up to one year. Consult the doctor before returning; later medical leave is no longer claimable once work resumes. Medical costs are payable until the limit or one year, whichever occurs first.

From 1 November 2025S$53,000

Lump-sum compensation

Average monthly earnings AME = ADE × 30. Permanent/current incapacity compensation equals AME × age factor × incapacity percentage, payable to the injured worker where the injury/illness permanently affects working ability. Death compensation equals AME × death age factor, payable to family/dependants. The official age-factor and percentage-assessment documents are linked.

Multiple operators and the earnings base

If pickup and delivery tasks coexist, the delivery operators have priority for liability. If only pickup tasks or only delivery tasks coexist, all operators for those tasks are liable. A sole remaining operator pays; multiple liable operators share by each operator’s earnings divided by their combined lookback earnings. Same-service compensation uses all earnings in that service; if ride-hail and delivery operators are both liable, use the higher-earning service, not both services’ combined earnings.

Apportionment example

The official example has concurrent ride-hail and delivery pickups. With S$3,000 ride-hail earnings and S$500 delivery earnings, liability shares are 3,000/3,500 = 85.7% and 500/3,500 = 14.3%. Compensation itself uses the higher service earnings, S$3,000, rather than S$3,500.

Worker evidence and claim notification

Where safe, record accident time/location, scene/vehicle/injury photos, witnesses and platform task records; obtain treatment and notify operators promptly. Supply original medical certificates, reports, bills and photos to operators/insurers. After the operator reports to MOM/insurer, the worker receives a claim reference and insurer details and can check status online.

Operator iReport fields and deadlines

An iReport counts as a WIC claim. Check work-relatedness, task/service records, worker identity, first completed task, lookback earnings and transport; include hospitalisation, medical/hospital-leave days, treating institution, body part/injury type, and verify time/location against task records. Fatal accidents require immediate MOM notification and iReport within 10 days of accident notification; non-fatal accidents require iReport within 10 days. Workers can claim within one year of accident or the occupational-disease limitation period, even after leaving the operator. Operators manage claims through Corppass.

Complete age-factor tables

The factors differ for incapacity and death. Use the relevant age and statutory minimum/maximum in the compensation formula described above; the factor is not the final compensation by itself. All ages in both official tables are retained.
