Occupational Progressive Wages for administrators and drivers
Coverage and administrative levels
OPW, developed by NWC, covers citizen and PR full-time or part-time administrative and driving staff under contracts of service at firms hiring foreign workers. Work-pass applications and renewals require compliance. Managerial duties that do not fit an administrative rung are outside this administrative OPW; use the classification tool to assess actual work.

Overtime and training
Full-time staff working over 44 hours and covered by Employment Act Part 4 need both at least 1.5 times basic hourly pay for overtime and the OPW gross requirement including overtime; schedules distinguish before and from 1 July 2026. Training requires at least one WSQ Statement of Attainment in any course, or an in-house programme documenting objectives, delivery, tasks and duration. Keep attendance evidence; on-the-job training can qualify. New hires have 6 months to comply. Suggested technical competencies and NWC reports are linked below. Check job and pay information in PW Portal.
Complete OPW overtime thresholds
These six official tables retain every 0–72-hour threshold. Classify mixed duties by the role occupying most working time. The baseline is before employee CPF deduction. Threshold hours are rounded down, for example 2.8 to 2, while actual statutory overtime pay remains payable. Pay enough to satisfy both legal overtime and the total OPW minimum. No administrative-supervisor OT table is supplied in this attachment.
