Candidate and fixed salary
The Personalised Employment Pass is intended for high-earning EP holders and overseas foreign professionals. A candidate meeting eligibility applies directly. The minimum fixed monthly salary is S$22,500. Family passes are available for eligible relatives, and no foreign-worker levy or quota applies.
Three years, once only
The pass lasts up to three years and is non-renewable: it is issued only once. Before expiry, obtain an EP or S Pass if eligible to continue working. The employer may apply for the new pass without first cancelling the existing PEP. Income-tax obligations may apply.
Changing employment and professional registration
Holders can change jobs without reapplying and generally work across sectors. This flexibility does not waive professional registration for medicine, dentistry, pharmacy, architecture or law. A holder may remain in Singapore for up to six continuous months without a job while seeking employment, subject to the eligibility page’s annual income and activity restrictions.
Application-to-card lifecycle
Prepare eligibility evidence and documents, apply and obtain the IPA before arrival. Comply with entry requirements, issue the pass and follow the notification letter on registration. Complete required fingerprints/photo procedures and receive the card about five working days after registration or document verification.
Annual notification and changes
Declare annual income to MOM by 31 January of the following year and report employment and personal-information changes. Replace a missing or damaged card and cancel when no longer needed. These requirements are part of the pass lifecycle, alongside the Conditions of Work Pass and Employment of Foreign Manpower Act.
