Work Permit Sector Rules: Requirements and Supporting Procedures

Work Permit requirements differ between construction, manufacturing, marine shipyard, process and services. Read the general Work Permit conditions as well as the relevant sector page. Sector guidance covers approved business activities, source countries, quota and levy; marine shipyard requirements additionally include prior approval and safety courses, and process requirements cover safety courses.

Arrival, health and financial safeguards

The directory links to the Settling-in Programme and Onboard programme. Non-Malaysian male CMP workers on IPA follow the Onboard route. Separate guidance covers non-Malaysian workers’ security bonds, medical insurance, the Primary Care Plan, pre-employment medical examinations and six-monthly examinations for female Work Permit holders. IPA issuance or extension and salary-payment requirements are also separately explained.

Skills assessment and upgrading

Construction basic-skilled guidance explains who needs a Skills Evaluation Certificate and how to obtain it. Higher-skilled construction guidance explains upgrading for lower levy; process higher-skilled guidance addresses lower levy and the stated employment-period benefits. Use the relevant current sector rules and skills page for the worker’s circumstances.

Hiring and deployment arrangements

Specific procedures cover hiring existing workers in construction, process and marine shipyard and hiring or transferring existing PRC workers in manufacturing or services. Construction and process contractors have a temporary cross-deployment route within the same sector. A separate page covers designating CMP workers for driving occupations. Marine shipyard prior approval has application, cancellation and amendment instructions, and the Non-Traditional Sources Occupation List identifies jobs for which NTS workers may be hired.
