Salary and Overseas Earnings
PEP requires fixed monthly salary of at least S$22,500, benchmarked to the highest-earning 10% of EP holders. An overseas professional’s last drawn salary must be within six months before applying. Check actual salary components and timing.
Requirements While Holding PEP
Holders must remain employed in Singapore and cancel PEP if unemployed for more than six months at any point. The annual fixed-salary requirement is S$270,000 per calendar year regardless of months employed. Applications made before 1 September 2023 use the S$144,000 annual requirement.
Who Cannot Apply?
Excluded categories include sponsored EP holders, freelancers or intended freelancers, sole proprietors, partners and directors who also hold shares in ACRA-registered companies. Media, religion and other restricted occupations require checking MOM’s full occupation list.
PEP Is Not an Entrepreneur Pass
PEP does not permit starting a business or entrepreneurial activity. Prospective founders should review EntrePass or ONE Pass eligibility separately. Meeting the high-income threshold does not grant permission to run a business.
A Practical Preparation Plan
Prepare a review sheet covering salary evidence, overseas pay timing, employment, directorship and shareholding, plus annual-income planning. Explain business interests and freelance activities early. Track ongoing annual requirements separately from initial monthly eligibility.
