Director and Nine Employees of Jewellery Business Convicted for Conspiring in Assisting Tourists to Obtain GST Tourist Refunds Unlawfully

IRAS publication date:

Case and status

Arthesdam Jewellery director Woo Sin Chai received a S$104,400 fine for conspiring to assist ineligible tourist-refund claimants. Nine employees had been convicted in January 2022. The ten people faced 423 charges; the main release describes approximately S$16,975 of refunds wrongly claimed during 2015–2016.

Facts, amounts and outcome

The annex separates total charges from proceeded and taken-into-consideration charges for each person. Amounts overlap across conspirators and must not be added as separate refund losses. The fines and proceeded-count details are reproduced in the table below. IRAS explains that both deliberate false refund claims and assisting ineligible claimants can be offences under different GST provisions.

Tourist-refund conditions and examples

The release treats the scheme as a refund for an eligible tourist’s actual purchases taken out of Singapore. Buying another customer’s receipt, using someone else’s passport or returning refunded goods to a local person can defeat those conditions and create offences. Retailers and helpers can also face action for their participation. The eTRS tickets, airport procedures and examples in older releases describe the system at publication; current operational details remain on IRAS’ official guidance.

Disclosure, reporting and rewards

IRAS encourages taxpayers to correct past errors and report suspected tax malpractices. The release says disclosure may be considered when deciding enforcement action; it is not a blanket promise of immunity. Where the release describes informant rewards, qualifying information leading to otherwise lost tax recovery may attract 15% of recovered tax, capped at S$100,000, at IRAS’ discretion. Informant identities are kept confidential. Use the official release links for its reporting and disclosure channels.
