Former insurance agent sentenced to 4 months’ jail for under-declaring more than $290,000 in trade income

IRAS publication date:

Case and status

Former insurance agent Lam Allan omitted S$294,410 of trade income for YAs 2013–2014 through fictitious expenses, causing S$51,173 of tax undercharged. The YA 2014 charge involving S$50,348 proceeded; the YA 2013 charge was considered.

Facts, amounts and outcome

Lam received four months’ imprisonment and S$151,044 penalties. During audit he submitted 36 forged vouchers totalling S$84,000 for referral fees supposedly paid to three insurance clients, although no payments occurred. Actual income was S$70,172 and S$401,356 for the two years, compared with declared S$53,322 and S$123,796. The prosecution highlighted planning and cover-up, including misuse of client particulars, in seeking a deterrent sentence.

Disclosure, reporting and rewards

IRAS encourages taxpayers to correct past errors and report suspected tax malpractices. The release says disclosure may be considered when deciding enforcement action; it is not a blanket promise of immunity. Where the release describes informant rewards, qualifying information leading to otherwise lost tax recovery may attract 15% of recovered tax, capped at S$100,000, at IRAS’ discretion. Informant identities are kept confidential. Use the official release links for its reporting and disclosure channels.
