Former Singapore Customs Officer Convicted for Fraudulently Obtaining GST Tourist Refunds

IRAS publication date:

Case and status

Former customs officer Li Xiangqing received 18 months’ imprisonment and S$92,284.89 penalties on ten proceeded tourist-refund fraud charges involving S$30,761.63. The offences occurred during 2011–2012.

Facts, amounts and outcome

Li used rejected travellers’ refund details and his eTRS-system access to send refunds to credit cards under his control. He persuaded a friend to obtain a card on the false premise of concealing a side business, then used it to receive fraudulent refunds. The release distinguishes his conviction from the 2017 charging report. Access to an official processing system did not confer a personal entitlement to the rejected refunds.
