What the release reports
From 1 June 2024, selected serious breaches of WSH subsidiary legislation carry a maximum fine of S$50,000 instead of S$20,000. Construction projects worth at least S$5 million require surveillance at high-risk work areas.
Details and conditions
The penalty framework distinguishes failures directly causing serious harm, contributing failures, and less serious administrative breaches. Direct failures include inadequate risk assessments, protection, critical training or equipment maintenance.
Context and follow-up
Video supports monitoring, training and incident investigation, but does not replace controls or supervision. The table below summarises the three penalty tiers in the release. Managers should identify duties applicable to their operations rather than assume every breach has the same maximum.
First-conviction penalty tiers
| Maximum | Type of failure |
|---|---|
| S$50,000 | Direct, major cause of serious harm |
| S$20,000 | Contributing failures in supporting controls |
| S$10,000 or less | Less serious procedural or administrative breaches |
Actual liability depends on the provision and facts.
