PCP enhancements: coverage and corporate-plan opt-out

MOM publication date:

What the release reports

MOM announced primary-care improvements from 1 April 2027, consolidating six geographical areas into four and increasing clinic access. Physical and telemedicine consultation co-payments will both be S$5.

Details and conditions

PCP remains mandatory for Work Permit and S Pass holders living in dormitories or working in construction, marine shipyard or process sectors. Other employers may enrol eligible workers voluntarily.

Context and follow-up

From early 2026, non-dormitory S Pass holders in CMP sectors may opt out if comparable corporate healthcare coverage is provided. A central enrolment portal is planned. This December 2025 announcement precedes the later operator appointments and fee schedule, which should be read separately.

Official source

This report is independently written from the MOM release dated above. Case status, policy announcements and historical figures refer to that release.
