Announcement and status
MOM arrested four people on 2 September 2026: two construction-company directors and two staff. Another 21 people assisted investigations into suspected phantom-worker arrangements. These are investigation-stage allegations.
Case details and examples
Directors allegedly contributed CPF for locals who did not work for their companies, inflating quota used to bring in migrant workers. The investigation also concerned employment-related kickbacks.
Official advisory and follow-up
The release cites up to S$20,000 or two years or both for false declarations and assistance, and up to S$30,000 or two years or both for kickbacks. MOM warns locals not to accept CPF from businesses they do not work for, as this can assist fraudulent applications.
