False employment and CPF quota inflation: 11 arrests

MOM publication date:

Announcement and status

MOM raided 37 locations on 21 January 2025 and arrested 11 people over suspected false construction-sector employment declarations. Five were directors of eight construction companies; four other Singaporeans and two permanent residents allegedly assisted them. Another 16 people were investigated.

Case details and examples

The companies allegedly contributed CPF for locals they did not employ to inflate foreign-worker quota, sometimes offering payments for identity details. Arrest does not establish guilt.

Official advisory and follow-up

MOM’s advisory requires truthful declarations and valid passes. It cites up to S$20,000 fines or two years’ imprisonment or both for false applications, possible suspension or debarment, and prosecution of people who collude by providing particulars. The public should avoid disclosing identity details for such arrangements.
