Illegal labour importation: 14-month sentence

MOM publication date:

Announcement and status

Ang Wee Ling received 14 months’ imprisonment on 19 June 2025 for illegal labour importation. Three of seven EFMA charges proceeded; four were considered in sentencing. The court ordered payment of S$62,800 representing profits on the proceeded charges.

Case details and examples

Between 2019 and 2022, Ang used spare quota at Toast Inn Two and Tinn3 to obtain passes for foreigners who did not intend to work for those companies. He received S$136,000 in total payments. Koh Soon Heng and Seah Yong Kiang referred the foreigners and were separately convicted on 29 May 2025 of false declarations; their sentences were six months and two weeks, and six months respectively.

Official advisory and follow-up

A pass must reflect actual employment, not merely legalise someone’s stay. MOM’s advisory stresses truthful declarations and confidential reporting through its infringement service.
