Announcement and status
Five people were convicted over 19 foreign workers at Geylang Serai, Ang Mo Kio and Hillion Mall temporary fairs. The official publication date is 5 January 2024.
Case details and examples
Ker Eng Kiat, a repeat offender, received one month and S$23,000 for five workers; Ker Eng Hock S$6,000 for one. Tan Hoe Soon and Ker Yong Sen each received S$8,500 for conspiring to hire two. Sao Wei Loon received two months and S$45,000 for eleven. Workers held social visit passes; some slept on stall floors. All 19 were barred from work in Singapore.
Official advisory and follow-up
The source distinguishes first-conviction penalties from mandatory repeat-offender fines and imprisonment. Temporary stalls still require lawful hiring and proper accommodation; a short engagement does not exempt employment from pass requirements.
Repeat-offender consequences
The cited first-offence range is S$5,000–S$30,000 or up to 12 months or both. For a second or subsequent conviction, the release specifies S$10,000–S$30,000 and one to 12 months’ imprisonment. The stricter repeat-offender consequences help explain the differing outcomes across the five people.
