Announcement and status
J&Y Recruit director Chiang Zhi Wei received 11 months’ imprisonment for false work-permit declarations, announced on 29 December 2022. He was permanently barred from the agency industry; the licence had been suspended and was not renewed.
Case details and examples
During April–July 2019 the agency filed 192 applications naming six companies unaware of them and with no intention to hire. Chiang sought approvals before other agencies and later placement with his clients, receiving S$50 per successful IPA and S$2,000 total fees from overseas agents. None entered Singapore: applications were rejected, cancelled or revoked.
Official advisory and follow-up
The advisory applies where a person knew or ought to know a declaration was false, with up to S$20,000 or two years or both. A future intention to find a job does not make an invented current employer accurate.
