Unsafe demolition sequence: manager jailed

MOM publication date:

Announcement and status

Springview construction manager Kong Chiew Fook received 11 months’ imprisonment on 15 June 2022 for a negligent act causing a worker’s death and serious injury to another. The incident occurred during demolition of a two-storey house on 4 March 2019.

Case details and examples

Kong had a demolition plan requiring top-down work under the cited SS 557:2010 code. Instead he had ground-level balcony supports removed first, then instructed hacking of the unsupported second-floor structure. A slab collapsed; one worker was pinned and another fell from a scaffold. Company and director proceedings remained pending.

Official advisory and follow-up

MOM stressed risk assessments, clearly communicated demolition sequences and strict control implementation. Managers and supervisors can be personally liable. The referenced standard is the one stated in this historical case, not a claim that its edition remains current.
