SINGAPORE S PASS
Application & renewal
Check salary and employer quota before applying. Plan documents, levy, insurance, issuance and renewal.
The S Pass is a work pass for eligible foreign skilled employees. An employer or appointed employment agent applies, and both the candidate and employer must meet the requirements.
Candidates with a Singapore job offer and the required age- and sector-based salary.
Check available S Pass quota, levy, insurance and the applicable recruitment process.
A genuine job offer is required. Fixed monthly salary includes basic pay and fixed allowances, excluding variable bonuses, overtime and commissions. Older candidates need higher salaries.
| Sector | Current starting salary | Revised starting salary |
|---|---|---|
| All sectors (except financial services) | S$3,300 | S$3,600 |
| Financial services | S$3,800 | S$4,000 |
Revised salaries apply to new applications from 1 January 2027 and renewals of passes expiring from 1 January 2028. Non-financial thresholds rise with age to S$4,800 currently and S$5,100 under the new schedule; the financial-services upper band is S$5,650 under both schedules.
The lookup covers salary only. Use MOM’s SAT and check employer quota before applying. Qualifications are optional to declare; declared qualifications must be authentic and meet institution requirements.
S Pass holders may not exceed 10% of the workforce. The overall foreign-worker ceiling also applies.
Construction, manufacturing, marine shipyard and process sectors have a 15% S Pass sub-quota.
Uniform across sectors and tiers since 1 September 2025, payable from issuance until cancellation or expiry.
Quota uses the recent three-month local-workforce average and CPF records. Check the actual available balance.
The current LQS is S$1,800. For quota counting, qualifying local employees earning at least S$1,800 count as one, and those earning S$900 to below S$1,800 count as half. Wage compliance and quota counting are separate checks; quota is not a purchasable entitlement.
Unless exempt, advertise on MyCareersFuture for at least 14 consecutive days and consider candidates fairly.
The advertised employer, occupation and salary must match the application, including the offered salary.
Examples include employers with fewer than 10 employees, salary of at least S$22,500, work of at most one month or qualifying local transfers.
Declare business activity, prepare CPF quota records and update company turnover information.

A new-pass IPA generally allows 60 days for entry and issuance, and states any medical examination requirement.
The candidate must be in Singapore for issuance. The notification letter permits work while the card is pending.
Follow the letter for fingerprints and photo, and set up Singpass and SGWorkPass. Required registration is due within one week.
Before issuance or renewal, arrange at least S$60,000 annual inpatient and day-surgery cover per worker. Do not pass premiums to workers.
Purchase and declare PCP where required for workers in dormitories accommodating at least seven people or in construction, marine shipyard and process sectors.
The approved period is subject to assessment and passport validity.
The employer can start six months before expiry and must renew before expiry. Early renewal preserves the remaining validity.
Salary, employer quota and insurance still apply. Passport validity must be at least seven months.
Renewals for passes expiring from 1 January 2028 use the revised salary schedule, not simply the submission date.
Eligible company-sponsored holders earning at least S$6,000 can apply for a DP for a legally married spouse and unmarried children under 21, including adopted children.
The employer or appointed employment agent submits a separate application for each dependant, with passport details and proof of relationship.
The salary test uses the main holder’s individual fixed pay, not combined household income. Dependants need separate pass applications; a DP itself does not authorise work.
The new employer must obtain a new pass; the original employer’s pass cannot simply be transferred.
The original employer or authorised submitter may appeal within three months when the rejection reasons can be addressed.
Follow MOM cancellation procedures and confirm subsequent stay or departure arrangements.
Handle job, salary and personal-record changes through the applicable MOM procedures.
