Count Singapore citizens and Permanent Residents (PRs) using the Local Qualifying Salary (LQS) rules and the average of three months’ salaries and CPF contributions.
Count 1 local employee at a monthly salary of at least S$1,800, or 0.5 local employee from S$900 to below S$1,800.
Use the number of local employees (LQS count) for your company. This calculator accepts whole numbers.
In-Principle Approvals (IPAs)
Total workforce means the LQS count plus Work Permit holders and S Pass holders. Employment Pass holders and IPAs whose passes have not been issued are excluded.
Enter approved applications whose passes have not been issued under Number of In-Principle Approvals (IPAs).
PRC and NTS Occupation List sub-quotas apply to the Manufacturing and Services sectors. Check source country or region and occupation requirements separately.
How to calculate your quota
Maximum number of migrant workers = LQS count × sector multiplier, rounded down to the nearest whole number. Multipliers: Services 7/13; Manufacturing 1.5; Marine Shipyard 3; Construction and Process 5.
Total workforce = LQS count + Work Permit holders + S Pass holders. LQS count: —; total workforce = —.
S Pass quota = (total workforce + 1) × 10% for Services or 15% for the other sectors, rounded down to the nearest whole number. PRC quota is 25% in Manufacturing and 8% in Services; NTS Occupation List quota is 8% in both sectors.
Number of new workers you can hire = total quota for migrant workers − Work Permit and S Pass holders − In-Principle Approvals (IPAs). Each workforce category must also remain within its sub-quota. Results below zero are displayed as zero.
