Compare sector, source-country and occupation rules. Plan quota, levy, insurance, bonds and arrival requirements.
A Work Permit lets an employer hire eligible migrant workers from approved source countries or regions. This guide covers applications and renewals for services, construction and manufacturing.
The Singapore employer or its appointed employment agent submits the application.
Usually up to 2 years, subject to passport, bond and employment-period limits.
S$200 per person for a new application or renewal. Government and third-party charges are separate.
WP does not provide family passes. EP and S Pass follow separate rules.
| Check | Requirement |
|---|---|
| Employer and occupation | Genuine employment, correctly declared business activity and work only for the authorised employer, sector and occupation. |
| Age at application | At least 18 and below 62, following MOM’s Key facts wording and eService eligibility checks. |
| Maximum working age | Sector rules allow work up to age 64, subject to a valid pass and continued eligibility. |
| General qualifying salary | There is no general WP qualifying-salary threshold. Pay the fixed monthly salary declared to MOM. |
| NTS-listed occupations | Services/manufacturing NTS Occupation List roles require fixed monthly pay of at least S$2,000. |
| Quota and source | Meet the sector ceiling, applicable source-country sub-quotas, permitted occupation and skills requirements. |
MOM’s services, construction and manufacturing sector pages list a maximum application age of 62, while Key facts explicitly says below 62. This guide uses the stricter boundary; check directly with MOM for candidates approaching 62.
| Source | Services | Construction | Manufacturing | Source-related differences |
|---|---|---|---|---|
| Malaysia | Permitted roles | Permitted; R1/R2 skills apply | Permitted roles | No S$5,000 security bond; construction PCP still applies |
| People’s Republic of China | Permitted; 8% PRC sub-quota | Permitted; construction skills apply | Permitted; 25% PRC sub-quota | S$5,000 security bond; check sector/gender rules for SIP/Onboard |
| North Asian sources (NAS) | Permitted roles | Permitted; R1/R2 skills apply | Permitted roles | Hong Kong (HKSAR passport), Macau, South Korea and Taiwan; S$5,000 security bond required |
| Non-Traditional Sources (NTS) | NTS-listed roles only; 8% sub-quota; pay ≥S$2,000 | Permitted construction roles; NTS levy and skill rules | NTS-listed roles only; 8% sub-quota; pay ≥S$2,000 | Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, Philippines, Sri Lanka and Thailand |
An approved source does not open every occupation. The NTS list covers specified food-service, food-processing, manufacturing, hotel housekeeping/porter, heavy-vehicle, cabin-attendant and childcare roles, with role/licence conditions. It is not a general office-work route.
| Sector | Employer preparation |
|---|---|
| Services | Correct principal business activity. F&B needs the applicable company-held SFA food-shop licence; NTS food-service roles follow the list’s food-shop/supermarket licence rules. |
| Construction | BCA CRS registration is required for construction WP/S Pass applications and renewals of all nationalities. Check the R1 proportion and any levy bond. |
| Manufacturing | Valid factory notification/registration, machinery processing raw materials and an industrial setting. Food processing needs an SFA licence. Packing, repairs or simple assembly do not automatically qualify. |
Overall foreign-worker ceiling; S Pass sub-quota 10%, PRC 8% and NTS-list 8%.
Overall ceiling; S Pass 15%, PRC 25% and NTS-list 8%.
Use MOM’s qualifying local count and allow for S Pass usage of the shared ceiling. At least 10% of construction WP holders must be R1 before new R2 hiring or renewal.
| Sector / source / levy tier | Share of total workforce | Basic-skilled / month | Higher-skilled / month |
|---|---|---|---|
| Services · Basic Tier / Tier 1 | ≤10% | S$450 | S$300 |
| Services · Tier 2 | >10%–25% | S$600 | S$400 |
| Services · Tier 3 | >25%–35% | S$800 | S$600 |
| Manufacturing · Basic Tier / Tier 1 | ≤25% | S$370 | S$250 |
| Manufacturing · Tier 2 | >25%–50% | S$470 | S$350 |
| Manufacturing · Tier 3 | >50%–60% | S$650 | S$550 |
| Construction: Malaysia/NAS/PRC | — | S$700 | S$300 |
| Construction: NTS | — | S$900 | S$500 |
| Approved off-site construction | — | S$370 | S$250 |
Services and manufacturing use Tier 1, Tier 2 and Tier 3. Construction rates depend on source, R1/R2 skill level and applicable off-site rates. Construction workers issued without the required certification are classified Unskilled at S$900/month, regardless of source. Services/manufacturing Tier 1 and Tier 2 are scheduled to merge in 2028; this table shows current rates.
Quota uses recent three-month CPF records and MOM’s qualifying local count. Under current LQS counting, eligible locals paid at least S$1,800 count as one; S$900 to below S$1,800 count as half. Category balances share the overall ceiling and cannot be added together.
| Item | Sector / source | Requirement / timing | Cost / amount type |
|---|---|---|---|
| Medical insurance | Services, construction and manufacturing; all source countries or regions | At least S$60,000 annual inpatient/day-surgery cover; employer pays premiums | Premium quoted by insurer; S$60,000 is cover, not premium |
| Primary Care Plan | All construction; services/manufacturing if housed in a dormitory accommodating ≥7 | Buy and declare before issuance/renewal; separate from inpatient MI | By zone and Onboard status; see below |
| Security bond | Non-Malaysian Work Permit holders in the services, construction and manufacturing sectors | Effective on arrival; bank/insurer sends details to MOM | S$5,000 liability per worker; premium/fees quoted separately |
| Levy bond | Triggered construction-employer cases; no nationality exemption | Levy-default revocation, ≥3 late payments in 12 months, changed sole proprietor or specified new entities | R1/R2: S$600; Unskilled: S$2,000 per worker; guarantee fees separate |
| Initial medical examination | Newly arriving Work Permit holders of all nationalities, including Malaysians, in the services, construction and manufacturing sectors; medical examination is required, but Onboard is not required for everyone | Complete before Work Permit issuance: at the Onboard centre if required, otherwise within 2 weeks of arrival at the required medical provider. See the three routes below. | Included as applicable in Onboard/PCP; otherwise clinic quotation |
| Work injury compensation insurance | All manual workers, regardless of pay; other workers under WICA rules | Employer arranges; MI/PCP do not replace it | Quotation from designated insurer |
| Six-monthly medical examination (6ME) | Female Work Permit holders below 50 in the services, construction and manufacturing sectors | Pregnancy and syphilis tests every 6 months; other screening tests as stated in MOM’s letter. Workers aged 50 or above only need an examination at Work Permit renewal. | Employer pays for the examination and any medical expenses arising from it |
The S$5,000 security bond and S$600/S$2,000 levy bonds are separate obligations. Bond liability is not an insurance premium or a universal cash service fee. S$60,000 medical insurance is a coverage limit.
Malaysian workers in the services sector do not need to attend Onboard. Onboard is mandatory for male non-Malaysian Work Permit holders with an IPA in the construction, marine shipyard and process (CMP) sectors. Services and manufacturing workers are outside this mandatory Onboard group but still need their medical examination before Work Permit issuance.
| Worker group | Where to complete the examination | When to complete it |
|---|---|---|
| Workers required to attend Onboard | MOM’s Onboard centre | During the Onboard programme |
| Onboard not required; Primary Care Plan (PCP) required | The Anchor Operator for the zone where the worker will live | Within 2 weeks of arrival and before Work Permit issuance |
| Neither Onboard nor PCP required | A local clinic in Singapore | Within 2 weeks of arrival and before Work Permit issuance |
| PCP zone | Appointed AO | Standard annual price | First-year PCP with Onboard |
|---|---|---|---|
| A | HMI Medical | S$138 (includes S$20 medical) | S$118 |
| B | SATA CommHealth | S$108 (includes S$20 medical) | S$88 |
| C | SATA CommHealth | S$136 (includes S$20 medical) | S$116 |
| D | SATA CommHealth | S$119 (includes S$20 medical) | S$99 |
| E | Fullerton Healthcare | S$138 (includes S$30 medical) | S$108 |
| F | St Andrew’s Mission Hospital | S$108 (includes S$24 medical) | S$84 |
Onboard already covers the initial medical check, which is removed from the first-year PCP price. Worker co-payments are S$5 per clinic visit and S$2 per teleconsultation, excluding GST. PCP runs for 12 months. Revised arrangements begin on 1 April 2027; recheck prices then.
| Worker group | Programme | Timing / cost |
|---|---|---|
| Services | Onboard is not required; follow any specific SIP instructions in the IPA | Do not automatically budget SIP/Onboard fees |
| Manufacturing: non-Malaysian first-time workers | 1-day SIP at MWC Recreation Club @ Soon Lee | Within 14 days, before issuance; MWC booking price applies |
| Construction: non-Malaysian males on IPA | First-time/returning after >2 years: 3-day Onboard; returning within 2 years: 2 days without SIP | Directly on arrival; 3 days S$321.60, 2 days S$153.82 (MOM’s tax-inclusive prices) |
| Construction: non-Malaysian female first-timers or returning after >2 years | 1-day SIP; the male-worker Onboard rule does not automatically apply | Within 14 days, before issuance; MWC booking price |
| Construction: Malaysians | Non-Malaysian SIP/Onboard rules do not apply; medical, PCP and safety duties remain | Budget applicable items separately |
For non-Malaysian male construction workers, secure housing approval, then an Onboard slot, then flights. Book Onboard at least 4 days ahead. Late pickup, extra accommodation or services can cost more. Do not book MWC SIP again after SIP is completed at Onboard.
| Sector / source | Qualification / skills | Courses / fees |
|---|---|---|
| Services / manufacturing | No universal university-degree requirement. Higher-skilled levy can use recognised qualifications, skills certification or MBF: at least 4 years on WP in Singapore and fixed pay ≥S$1,600. | Malaysia: SPM; NAS: high school; PRC: diploma. ITE/WSQ routes also exist, subject to sector rules |
| Services: hotels / retail / F&B | Non-Malaysians using qualification/skills routes need WPLN listening and speaking level 4. The MBF route is exempt from this extra test. | Testing/training priced by provider |
| Construction: NTS / PRC | R2 requires SEC, SEC(K) or the specified higher-skill SEC(K) route. New workers with overseas SEC(K) also need BCA identity verification and IPA endorsement. | CSOC or approved construction safety course; complete within 2 weeks and pass within 3 months |
| Construction: NAS / Malaysia | NAS can use SEC routes or ALP end-course validation. Malaysians can additionally use SPM/equivalent. R1 follows its own BCA routes. | Safety courses still apply; test/BCA costs depend on route |
| Manufacturing: metalworking | Workers handling metals/machinery need MSOC or Apply Workplace Safety and Health in Metal Work. | Complete within 2 weeks, pass within 3 months; provider fee |
Construction/metalworking safety tests recur every 2 years for workers with up to 6 years’ experience and every 4 years thereafter. At renewal, certification must remain valid for more than 1 month. Qualification-based levy status is a separate assessment from general WP eligibility.

Check passport/IPA details after approval. Arrange bonds, insurance, PCP, housing and Onboard/SIP before travel.
Complete required checks/courses and issuance. Newly arrived non-Malaysians normally need issuance within 14 days; Malaysians follow the IPA deadline.
A valid issuance notification permits work while the card is pending. If required, register fingerprints/photo within a week and set up SGWorkPass.

Check the renewal eligibility list and notice in WP Online. Do not wait until expiry.
Recheck sector/source/role, age, pay, quota and skills. Construction R1 proportions also affect R2 renewal.
For a 2-year pass, passport validity must be at least 25 months. Renew non-Malaysian bonds, extend MI and maintain mandatory PCP.
Follow medical instructions in the renewal notice. Applicable safety certificates need over 1 month remaining at renewal. Keep addresses current.
Once prerequisites are met, renew online: MOM S$35 plus Apex Gateway’s S$200 per person service fee. The system normally returns an immediate outcome. Validity is usually up to 2 years, subject to passport, bond and eligibility limits. Late renewal can lead to levy, penalties or stay issues.
Pay the declared fixed monthly salary; a lack of assigned work does not automatically remove the obligation. Do not recover levy, insurance premiums or security-bond costs from workers. Maintain compliant housing, medical/WIC arrangements and pay records, and report relevant changes.
Transfers follow sector-specific consent or end-of-term rules; the previous employer’s pass cannot simply be reused. Address refusal reasons before appealing within MOM’s deadline. On termination, cancel the pass, settle salaries and arrange departure.
