Penalty policy was modified after consultation
The response records support and concerns about proposed penalties. ACRA explains that AML breaches would be distinguished from other registration breaches, with a higher maximum for the former. This is a record of how consultation influenced the legislative policy. It should not be read as evidence that every initial proposal was adopted unchanged or that all categories attract the same ceiling.
