The Nationality Share Formula
Divide the number of PMET employees of the relevant nationality or citizenship by the organisation’s total PMET employees, then multiply by 100%. PMET means professionals, managers, executives and technicians. Use the PMET population recognised by MOM, rather than all employees or only foreign employees.
How Are Permanent Residents Classified?
Employees, including permanent residents, are classified using the passport nationality or citizenship recorded by the Singapore Government. PR status is a residency status and does not itself mean Singaporean citizenship. This nationality measure is distinct from the local PMET measure used for C4.
MOM Example: 100 PMET Employees
In MOM’s example, Singaporeans account for 35%, nationality A for 30%, B for 10%, C for 10% and D for 15%. A candidate of nationality A has a share of 30 / 100 × 100% = 30%. Identify the candidate’s particular nationality rather than combining all foreign nationalities.
How Does the Share Affect C3 and C5?
For organisations with at least 25 PMETs, C3 awards 20, 10 or 0 points for shares below 5%, from 5% to below 25%, or at least 25%. C3 defaults to 10 points for fewer than 25 PMETs. C5 uses a separate one-third nationality threshold for qualifying SOL roles. The C3 25% threshold is not the C5 threshold.
Employer Checking Steps
Confirm the PMET total and candidate’s nationality, then check the matching nationality count. Use one consistent reporting period for numerator and denominator. Review the organisation’s profile through Workforce Insights on myMOM Portal and check the application using SAT. Resolve record discrepancies before relying on estimates. The 100-person diagram illustrates the formula rather than replacing current official workforce data.
