C4 Assesses Local PMET Share Relative to Sector Peers
C4 assesses local PMET share relative to other organisations in the sector. Local PMETs include Singapore citizens and permanent residents who meet the counting definitions. Scoring does not simply compare the local share with 20% and 50%; a sector percentile expresses relative position among peers.
C4 Scoring and the Small-Firm Default
Firms with fewer than 25 PMETs receive 10 C4 points by default. For at least 25 PMETs, a sector position at or above the 50th percentile earns 20; from the 20th to below the 50th earns 10; below the 20th earns 0. The 20th boundary belongs to the 10-point band and the 50th to the 20-point band.
The Minimum Score for At Least 70% Local PMET Share
An organisation with at least 70% local PMET share scores at least 10 C4 points regardless of its sector position. This does not guarantee 20 points or an overall COMPASS pass. The safeguard avoids disadvantaging firms in sectors with generally high local PMET shares.
Example: Percentage Is Not Percentile
An illustrative local PMET share of 60% does not mean the firm is at the sector’s 60th percentile. Sector distributions determine relative position. An official position at the 40th percentile normally earns 10 points; at the 55th earns 20. These examples explain the concepts rather than replacing official sector data.
How Should Firms Check and Plan?
Check sector classification, local PMET share and sector position in Workforce Insights, then assess the application with SAT. Use a consistent reporting month and distinguish PMET totals from all staff. Investigate inaccurate classifications or records through MOM’s official procedures. Do not rename unrelated staff roles merely to estimate a higher score.
