Who should use PMLA?

A Singapore citizen and a non-resident intending to marry can complete the free Pre-Marriage Long-Term Visit Pass Assessment together. Marriage does not itself confer residence rights. A favourable assessment is not an issued LTVP.

Application and declarations

The citizen uses Singpass; both partners review their particulars and declarations. Prepare the foreign partner’s passport and personal, residence, travel, marital, education and income information, together with medical or criminal information where applicable. The form is in English. Submit a saved draft within seven days. ICA notes that certain current or former Work Permit holders need marriage approval first.

Result, validity and the next application

Complete applications are normally processed within one month, although some take longer. A Letter of LTVP Eligibility is valid for one year. After a legal marriage, submit a separate LTVP application. Completing PMLA before marriage can shorten that application’s processing time from up to six months to six weeks; changed circumstances can affect the result.
