Deadline and standard penalties
Complete stamping and payment within 14 days of execution in Singapore or 30 days after receipt here of an overseas-executed document. A delay up to three months attracts the greater of S$10 or the duty amount. A longer delay attracts the greater of S$25 or four times the duty. Qualifying voluntary disclosure can reduce the penalty to 5% per annum, calculated daily; this is not automatic.
Recovery and travel restrictions
IRAS can appoint banks, employers, tenants or lawyers holding money for the taxpayer to recover arrears, or issue a travel restriction order and take legal action. Pay the duty and penalties in full to release appointed agents or a travel restriction. An objection does not suspend payment; an eventual reduced assessment can produce a refund of excess payment.
