Manufacturing’s ceiling is 60%. Current monthly basic/higher-skilled rates are S$370/250 up to 25%, S$470/350 above 25–50%, and S$650/550 above 50–60%. Skill classification and workforce tier both matter; partial months use official daily rates.
Academic Route by Source
Malaysia: SPM, or a diploma/higher qualification supported by transcript or an institution letter on course duration. North Asian sources: high-school certificates. China: diploma. Sources have different requirements; employers apply through MOM’s higher-skilled process.
Skills Tests and Market-Based Recognition
Skills routes include ITE SET Level 1/Nitec and WSQ Composite Assessment for Generic Manufacturing. Market-Based Skills Recognition requires both S$1,600 fixed monthly pay and four years in Singapore on Work Permits; update pay in WP Online. The NTS list’s S$2,000 floor still applies where relevant.
2028 Changes and Employer Checks
MOM announces a 2028 merger of tiers one and two, with S$300 higher-skilled and S$470 basic-skilled monthly rates; detailed implementation timing is pending. Budget current rates until applicable. Check sector, source, certificates, salary, service history and quota balance.
