When cancellation is required
Cancel within one week after the last day of notice, or within one week of departure if the worker has left and will not return. The employer or agent cancels with immediate effect; levy is charged only until the preceding day. No cancellation is needed after permanent-resident status or permit expiry, but a worker remaining after expiry needs a Special Pass for lawful stay.
Before cancellation: tax, wages and travel
Give reasonable notice of repatriation, seek IRAS tax clearance at least one month before the last employment day and settle wages and other outstanding employment matters. Ensure a valid passport. Agree in writing on connecting flights/layovers and the allowance needed during transit before buying a one-way ticket departing within 14 days of cancellation. Provide baggage allowance and pay connecting transport to the home country’s international entry point or the region nearest the hometown.
Evidence for exceptional cases
Provide the departure date within 14 days when the worker is leaving. A missing non-Malaysian requires a missing-person police report; if not found within one month of cancellation, S$2,500, half the S$5,000 bond, is forfeited for repatriation and related costs. For death, submit a death certificate and either an airway bill for repatriated remains/ashes or a local cremation certificate. For arrest or assistance with an investigation, supply the investigating officer’s contacts.
Worker remains in Singapore or has already left
Cancel in myMOM Portal and print the Special Pass for the worker; its stay period follows the scheduled departure date. Present it with the passport when leaving and depart before expiry. Request more time before expiry if needed. For non-Malaysians, bond discharge usually takes one week after departure if all conditions are satisfied. If the worker has already left, select that cancellation reason within one week of departure; the bond is discharged within two weeks after MOM verifies departure and the conditions are met. If short additional employment is needed before cancellation, use the separate short-permit extension route.
After cancellation
The worker cannot work while waiting to leave. Cut the card in half and discard it. Terminate a Primary Care Plan separately with its Anchor Operator; it does not end automatically. The termination month is not refunded, but care access continues until month-end. Maintain lawful stay throughout: overstaying and employing a foreigner without a valid work pass are criminal offences, in addition to applicable fines.
