What the exercise tests
A TTX is a facilitated discussion testing contingency procedures against a fictional incident. It refreshes familiarity and exposes coordination gaps. It cannot prevent an attack, but can reduce confusion and improve recovery.
Participants and preparation
Invite leadership, facilities, HR, fire safety wardens, emergency teams, building owners, property managers and security. Include neighbouring premises and transport facilities when relevant. Assign facilitator, note-taker and timekeeper and ask everyone to read existing plans.
Facilitate and follow through
Explain objectives, ground rules and scenario injects. Encourage frank discussion, present each stage and ask open questions about actions and communication. Record gaps and decisions. Leave at least 15 minutes for lessons, then assign improvements and update the plan.
If there is no plan
Build arrangements for detecting and reporting threats, activation triggers, lockdown, notifying occupants, safe evacuation, hiding areas and police liaison before testing them. The bulletin points to protective-security and workplace TTX resources.
