Document period and use
This article explains the 2018 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Four strategies and two career tracks
The report addresses low basic wages, an ageing local workforce, weak career visibility and difficult recruitment. It recommends better jobs, higher skills, better remuneration and higher productivity. A supervisory track leads towards managing teams, while a specialist track deepens technical mastery through assistant, specialist, senior, principal and master roles.
Competencies, transition and technology
Annexes detail competency requirements, transitional training and wage benchmarks, mid-career bridging and a summary of recommendations. The original entry wage benchmark was S$1,850 for an assistant specialist, phased in through contractor registration. Remote monitoring, predictive maintenance, diagnostic tools and properly trained workers are intended to improve safety and productivity together. Subsequent 2021 recommendations extend the scheme to escalators and replace the later wage periods.
