Managing Excess Manpower: Four Company Case Studies (2001)

Historical document: dated proposals, examples and limits are identified in the sections below.

Document period and use

This article explains the 2001 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.

What the four cases demonstrate

Micron Semiconductor Asia used training and operational adjustments during a semiconductor downturn, preserving capabilities for recovery instead of automatically losing experienced workers. Philips Electronics Singapore addressed restructuring through consultation, redeployment and skills upgrading.

Keppel Hitachi Zosen used arrangements suited to shipyard work and engaged unions and employees on managing cyclical excess capacity. DBS illustrates how a service business approached restructuring, staff communication and support for displaced employees.

The guide compares shorter working weeks, temporary layoffs and retraining with retrenchment. It also explains the tripartite guidelines and includes a feedback form. Its historic training grants and subsidy amounts are examples from that period, not applications open in 2026.

Four cases: scale, decisions and outcomes

The cases show distinct responses to temporary versus structural excess manpower. They should not be treated as identical examples of avoiding all retrenchment. Figures describe the case-study period.

Case-study comparison
CompanySituation and responseReported scale/outcome
MicronProduction/process transition plus semiconductor downturn; training, cost reduction, optional partial-pay absence and communication600 surplus operators; 729 retrained under SRP; no retrenchment reported
PhilipsLow-end production relocation; skills and placement help for affected workersAbout 750 then 500 retrenched, fourteen months apart
Keppel Hitachi ZosenThree-yard merger, internal redeployment and multi-skilling132 retrenched out of about 3,500
DBS / POSBAcquisition and consolidation; absorption, retraining and redeploymentOnly a handful not redeployed/outplaced from about 5,000

Historical training illustration and changed guidance

The guide illustrates a 100-worker business with 20% surplus training two six-month batches of 20, so 40 workers can be upgraded over a year instead of retrenching 20. Its then-current shorter-week recommendation was at most two days for two months, whereas the 2023 advisory describes up to three days and three months subject to conditions. Its old SRP subsidy rates, employer CPF reduction and economic-crisis measures are historical, not instructions for present payroll.
