Document period and use
This article explains the 2018 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Skills-based progression and mid-career entry
The review seeks more flexible progression based on competency rather than rigid years-in-grade alone. It recommends clearer exemption and emplacement criteria for experienced mid-career entrants, including former uniformed officers, and updates job functions for five PWM levels. Recognise Terrorist Threats became a third basic licensing unit from January 2020, with restricted deployment for officers who had not completed it.
Historical wage annex
The wage annex reflects the then-planned schedule. Later STC reports revised subsequent years, so this table is historical evidence, not the current outsourced floor.
