Coverage and job levels
Citizen and PR security officers employed by licensed agencies or in-house employers hiring foreign workers are covered. PWM is a PRD licensing condition. Foreign-officer skill and productivity progression is encouraged. Chief officers manage supervision, watch groups and major-event contingency plans; senior supervisors handle audits, risk and command centres with more than 3 personnel; supervisors handle centres with up to 3 personnel, incidents and evacuation; senior officers operate systems, traffic regulation, command-centre monitoring, government enforcement support and key control; officers screen, patrol, control access, respond to incidents and act as bodyguards or bouncers.
Outsourced monthly and hourly minimums
Monthly figures apply to 35–44 hours a week. From 2024 full-time basic wages exceed S$2,600, so Employment Act Part 4 no longer applies to those full-time security officers: extra hours beyond 44 are not subject to a statutory overtime-payment requirement under that Part. PRD licensing caps extra hours at 72 a month. The basic minimum cannot be conditional on compulsory extra hours; agree employment terms in writing. The official page also notes its wage-schedule review in 2025.

In-house wage basis
The in-house full-time minimum is gross monthly wage excluding overtime, for 35–44 hours weekly. A senior supervisor’s wage is market-determined. Gross wage includes basic pay, travel/food/housing allowances and productivity incentives, but excludes bonuses or AWS, stock options, special-expense reimbursement, benefits in kind and employer CPF. Where Part 4 covers an employee with unchanged duties and hours, basic wage should not fall below the preceding year. Part-time hourly gross wages are pro-rated on a 44-hour week and must meet part-time employment rules. STC will review the schedule in 2027.

Future annual-leave enhancement
From 2029 onward, outsourced PWM workers in cleaning, security, landscape, lift and escalator, and waste management will receive a phased increase in minimum annual leave from 7 to 10 days. Sector tripartite clusters will discuss implementation timelines; the announcement is not a single immediate effective date for all workers.
