Wages and less dependence on excessive hours
The 2021 review introduces the 2023–2028 schedule and raises the outsourced SO basic floor to S$2,650 in 2024. Since the new basic floor exceeds the S$2,600 Part 4 threshold, licensing conditions separately preserve a maximum 72 extra hours beyond the 44-hour week each month. Higher basic wages are intended to avoid reliance on excessive overtime for adequate income.
Regulatory recommendations and shared duties
The report calls for stronger action against non-compliant providers, protection against abuse, public awareness of officers’ rights and review of entry barriers. Buyers should shift to security outcomes and integrated technology rather than pure headcount; agencies must train, remunerate and roster officers appropriately.
Outsourced monthly and hourly minimums
Monthly figures apply to 35–44 hours a week. From 2024 full-time basic wages exceed S$2,600, so Employment Act Part 4 no longer applies to those full-time security officers: extra hours beyond 44 are not subject to a statutory overtime-payment requirement under that Part. PRD licensing caps extra hours at 72 a month. The basic minimum cannot be conditional on compulsory extra hours; agree employment terms in writing. The official page also notes its wage-schedule review in 2025.
