New competencies and phase-in
From 1 January 2024 new Security Officers complete four basic licensing Statements of Attainment, including Access Control Management / Operate Basic Security Equipment (OBSE). Existing SOs were given until 31 December 2025 to obtain OBSE, including an assessment-only pathway where appropriate. Existing Senior Security Officers must attain Perform Remote Surveillance Function by the same deadline.
Promotion, incident response and procurement
From January 2024 SOs promoted to SSO need OBSE and remote surveillance. Incident-response training is strengthened for disorderly behaviour, public engagement and statutory protection against abuse. The ladder applies to licensed resident officers, while buyers should use outcome-based contracts and provide time for training rather than require only fixed headcount.
