Cleaning PWM Recommendations (June 2021): Six-Year Wages and Skills
Two linked ladders
The June 2021 report connects wage increases with a strengthened skills ladder. It phases one mandatory WSH plus one core module by end-2022, then proposes three or four modules for different rungs beyond 2025. The later 2026 addendum specifies July 2027 for that next phase.
Six-year schedule and stakeholder duties
The report proposes July 2023–June 2029 annual steps. General/indoor cleaners move from S$1,570 to S$2,420, with distinct floors for tabletop, outdoor/healthcare/restroom, multi-skilled and supervisory roles. Providers should train and pay workers, buyers should recognise contract costs and support training, and end-users should respect the cleaning workforce.
Complete monthly wage schedules
These are monthly basic minimums for full-time work of 35–44 hours per week. Annual columns normally run from 1 July to 30 June. The first conservancy column begins on 1 June 2022 and the first in-house column on 1 September 2022; both end on 30 June 2023. Other columns follow the July cycle. Part-time requirements are pro-rated.
