Document period and use
This article explains the 2016 document. Its original dates, wage figures and examples are retained as historical context; later orders and wage schedules take precedence for subsequent payroll periods.
Wage increases and differentials
The report recommends S$60 increases in 2017 and 2018 and S$80 in 2019, a total S$200 increase across the three cleaning subsectors. It preserves the S$200 entry-level difference between office/commercial general cleaners and specified more demanding cleaning categories. Team leaders with additional responsibilities should receive at least S$100 above their relevant base role.
Retention, implementation and productivity
The review recommends a mandatory PWM bonus equivalent to two weeks of basic pay, with qualifying and pro-rating rules later detailed in the orders. It asks providers and service buyers to build scheduled wages into contracts, retain skilled workers, improve equipment and use relevant productivity support. Funding schemes named in the 2016 annex are historical and need separate current verification.
