Minimum track-record requirements
Government procurement protects outsourced employees through employment and professional standards. Cleaning and landscape requirements began on 31 January 2019; the security no-conviction requirement began on 1 April 2022. Procurement entities may impose higher standards.
| Provider | Minimum |
|---|---|
| Cleaning company | Two consecutive NEA EAS Clean Mark Gold or Silver grades |
| Landscape company | Two consecutive NParks LCR statuses |
| Security agency | No employment-related convictions for 2 years |
What offences count
The security rule includes offences under CPF Act 1953, Employment Act 1968, Employment of Foreign Manpower Act 1990, Work Injury Compensation Act 2019 and Workplace Safety and Health Act 2006. Private buyers are encouraged to adopt similarly responsible sourcing rather than judging only price.
