Tripartite advisory on ensuring sustainability of the cleaning sector in view of COVID-19

Historical version and scope

Issued 17 April 2020; updated 10 November 2021. Pandemic testing, vaccination, movement restrictions and temporary grants describe that period. This guide preserves the original operational recommendations without presenting those temporary measures as current requirements.

Recommendations and examples

Prioritise high-footfall areas and reduce lower-priority cleaning, renegotiate staff/frequency/outcome terms and pay extra for net increases such as deep cleaning. Maintain a sanitation baseline even with reduced footfall and agree revised fees. Restrain penalties for uncontrollable absence and share testing resources. Compensate heavier/exposed work, retain/pay lower-workload staff through salary/leave guidance, upskill and provide PPE/WSH protections. Historical vaccination guidance addressed time off, adverse-effect leave and medically ineligible/pregnant workers.
