Historical version and scope
Issued 26 May 2020. Pandemic testing, vaccination, movement restrictions and temporary grants describe that period. This guide preserves the original operational recommendations without presenting those temporary measures as current requirements.
Recommendations and examples
Maintain baseline collection under COPEH and relevant Acts even when waste falls. Honour unchanged contracts without JSS discounts, negotiate minimal/additional services and restrain uncontrollable-shortfall penalties. Recognise higher workload/exposure with pay/allowances, support retention during reduced work and training/absentee payroll. Follow then-applicable SMMs, supply PPE and sanitation, and ensure rest against fatigue. The historical JSS example was 75% during circuit breaker and at least 25% otherwise for 9 months.
