Historical scheme introduction
The factsheet announced WSS replacing WTS from 1 July 2020 to support lower-wage training and mobility. It raised the income ceiling from S$2,000 to S$2,300 and increased training allowance and qualification awards. These are the 2020 terms, not a current eligibility or funding quotation.
2020 eligibility
It covered Singapore citizens aged at least 35 by year-end, or persons with disabilities aged at least 13, with employed-month and prior-12-month average gross income not above S$2,300. Housing AV was S$13,000 or less, property ownership fewer than two and spousal criteria applied. Self-employed persons also had to declare net trade income and make MediSave contributions. Gross income included additional pay such as overtime/bonuses.
Training and awards
Course eligibility and the WSS letter’s validity period matter. The factsheet states that trainees must pass and meet at least 75% attendance for AP/TA. Only qualifying certifiable courses are eligible; TA is limited to selected PWM/outcome-based CET courses.
| Component | Published terms |
|---|---|
| Employer-sponsored AP | 95% of hourly basic salary. |
| Self-sponsored TA | S$6/hour, up to 180 hours in eligibility period. |
| Modular TCA | S$100 per two qualifying achievements, capped at S$200. |
| Full qualification TCA | S$500 per qualifying full qualification. |
| Overall TCA | S$1,000 cap for WSS letter validity; no trainee application required. |
Award example and current checks
A person who received S$200 for modules and S$500 for the first full qualification could receive only S$300 for a second full qualification because of the S$1,000 cap. Before enrolling now, check current WSG/SSG rules, course eligibility, attendance conditions and funding exclusions; do not assume the historical income/property thresholds still apply.
