Historical version and scope
Issued 6 May 2020. Pandemic testing, vaccination, movement restrictions and temporary grants describe that period. This guide preserves the original operational recommendations without presenting those temporary measures as current requirements.
Recommendations and examples
Avoid penalties for uncontrollable breaches; temporarily review entrances, patrols and outcomes when staffing changes. Honour unchanged contracts without JSS discounts and negotiate minimal/additional services. Pay fairly for increased hours, retain staff during reduced work, upskill, provide PPE/hygiene and follow overtime limits. Plan technology-enabled outcome-based contracts for renewals. The historical JSS example was 75% during circuit breaker, at least 25% otherwise for 9 months; training support became WSS on 1 July 2020.
