Historical version and scope
Issued 13 August 2020. Pandemic testing, vaccination, movement restrictions and temporary grants describe that period. This guide preserves the original operational recommendations without presenting those temporary measures as current requirements.
Recommendations and examples
MCST/building owners should pay managing agents and facility companies as contracted unless services change. JSS wage support should remain with professional service providers who control employment and redeployment, unlike pure labour suppliers where clients control those decisions; the same principle applied to Government properties. Negotiate changes for deployment requirements and extra safe-management costs, avoid penalties outside providers’ control, and recognise heavier workloads with pay/allowances or retain staff through reduced-work salary/leave arrangements. The historical JSS reference was at least 25% wages for 9 months.
