If no salary/CPF declarations have yet been made, initial quota uses the first month’s local salary declaration and CPF contribution. That quota determines initial hiring capacity; later quota uses the latest 3 months’ declarations/contributions. Check sector restrictions and the actual allocated quota before hiring.
